Hon. Ing. Ricardo Arturo Peña Ramírez

Ricardo Arturo Peña Ramírez is an Agricultural Engineer and holds a Bachelor's Degree in Agricultural Business Administration, with extensive experience in strategic planning and results-based management in the agri-food sector. He possesses strong expertise in project management, institutional evaluation, and inter-institutional coordination with international cooperation agencies. He has demonstrated the ability to lead and motivate multidisciplinary technical teams toward the achievement of institutional objectives.


Mr. Peña has held senior leadership positions within the Government of Honduras, including serving as Director of the Planning and Management Evaluation Unit (UPEG) at the Secretariat of Agriculture and Livestock (SAG) and at the Secretariat of Planning and External Cooperation (SEPLAN). In these roles, he led strategic planning, monitoring and evaluation processes, budget management, and the preparation of institutional performance reports for the agricultural sector.

In addition to his executive responsibilities, he served as Coordinator of the USDA Food for Progress Program and the 2KR Program of the Government of Japan. He also represented Honduras before the Central American Agricultural Council (CAC-SICA) and contributed to the development of agricultural policies and regional cooperation initiatives. His professional career also includes positions as Head of Policies at UPEG-SAG, Consultant to the Secretariat of Agriculture and Livestock, Coordinator of the European Union-funded PROACTA Programme, Agricultural Credit Officer at Grupo Banco del País, and Livestock Extension Officer under the USAID-supported LUPE Project.
